Add Open Groups to Database

Description: Add Tony Provost’s open group spreadsheet to database and create an administrative page.

Benefits:

1. Spreadsheet Version control
2. Reduced work for volunteers
3. Availability of data for Cursillistas
4. Facilitates Grouping
